This is a soft decline specific to transactions involving cash back. The card is valid, but the amount of cash requested exceeds the limit set by the customer's bank. The transaction can be retried immediately in one of two ways: 1) as a purchase-only transaction without any cash back, or 2) with a lower cash-back amount.
